Dear City Employees,
This weekend, President Trump issued an executive order providing for the closing of executive departments and agencies of the federal government due to a national day of mourning for President George H. W. Bush’s funeral, Wednesday, December 5, thus giving federal employees a holiday. This holiday will apply to four City bargaining units (Local 39, IBEW, RPA and RPOA ) based on the following MOU language:
Nonrecurring Holidays. The following nonrecurring holidays shall be observed in any year in which they occur: Every day appointed by the President of the United States or the Governor of the state for a public feast, thanksgiving, or holiday (except Admission Day)
Local 39, IBEW, RPA and RPOA employees will be granted the holiday off, where feasible. Due to the short notice for the holiday, as City Manager, I am not able to authorize the full shutdown of City services on Wednesday, December 5. Departments have been asked to minimally staff front counters and deliver city-essential and fee-for-service operations such as water, wastewater, refuse collection, police, fire, Adventure Club, gym memberships, permitting, electric services, and utility billing. To meet the spirit of the holiday proclamation, department heads will work with employees to provide the time off where possible to employees who are in these bargaining groups.
If you are scheduled to work as a result of minimum staffing needs in the above areas, the City will issue eight hours of holiday (prorated for part-time) to eligible employees. Employees who take the day off will need to report the holiday hours on their timesheet. Eligible employees who do not take the December 5th holiday off, will be allowed to use the holiday hours by December 31, 2018. The hours will not carry over to the next calendar year. Due to the short notice, we are unable to recommend to Council that this holiday be authorized for Management and Confidential employees as required by Personnel Rule3.12.140. The RFF MOU does not contain this provision. We will work to bring consistency across the City on this issue in the near future. Although infrequent, it is a disruption to our organizational performance and culture.
I want to extend my sincere appreciation to staff for helping to ensure City services continue to the community during this national time of mourning.
