Update: The redesigned 2020 W-4 form is updated and available for employees.
What is changing?
Allowances are no longer used for the redesigned 2020 W-4 form. Going forward, using the 2020 form, tax withholdings will be entered as a dollar amount. If you do not make any changes to your W-4 form, your allowances will be translated into a dollar amount per IRS translation tables.

When will this change occur?
The new Oracle Self-Service format to correspond with the 2020 W-4 form will be available for employees to make changes starting December 28th.
How will this impact employees?
- DO NOT make any future-dated tax updates in Oracle Self-Service effective December 21st or later. If you have made changes effective on or after December 21st please reach out to Human Resources to have it removed.
- Employees can review and make updates to their tax withholdings in Oracle Self-Service starting December 28th for paychecks in 2020.
- Employees with tax elections in 2019 are not required to submit a new W-4 merely because of the new form. Oracle will update your current election into the new format.
- The City strongly recommends that you review your tax withholdings and make any necessary updates in the new year. If you do not update your withholdings for 2020, you may notice a difference when you file your 2020 taxes.
- The deadline for making changes in Oracle Self-Service to take effect for the first pay period of 2020 is January 6th, BUT you must make sure the effective date is between 12/21/2019 and 1/3/2020.
