Open Enrollment begins September 9 and runs through October 4. This is your primary opportunity to make changes to your medical, dental, or vision insurance coverages for the next year.

Changes made during Open Enrollment take effect January 1, 2020. As you may be aware CalPERS approved combining the Sacramento Region into a larger Northern California region, which includes the Bay Area. CalPERS advised agencies that this region change would result in an average increase of $41 per month.

Prior to the proposed rates being approved, the City of Roseville attended the CalPERS board meeting to share concerns about the recommended premium increases, which are an above average increase for several plans (i.e., 8% for PERS Choice, 12% for Kaiser, 28% for Blue Shield Access+).

Unfortunately, the CalPERS Board moved forward with approving the rate increases. As such, we want to provide you with as much time to plan for open enrollment as possible.


During Open Enrollment, you can make the following changes to your medical, dental, or vision coverage:

  • Add qualified dependents to your coverage
  • Change your plan
  • Delete dependents from your coverage
  • Discontinue your existing coverage
  • Enroll in coverage

 

In preparation for Open Enrollment, here are few things to keep in mind:

  • NEW Online Enrollment in Oracle - This year will be a paperless Open Enrollment process due to the new Oracle system. You will have the ability to sign-in on Employee Self-Service and enroll online! More to come.
  • Start researching the CalPERS Health Plans today! If you are thinking about changing plans, use the CalPERS Health Plan Chooser and Doctor Finder to determine if your selected physician is in the network. CalPERS will be mailing informational packets on Open Enrollment in August.
  • Information regarding changes to the 2020 Health Plan Rates can be found here.
  • To ensure timely processing of your benefit changes, all benefit elections, must be completed on Employee Self-Service, no later than 5 p.m., Friday, October 4.
  • Mark your calendar for the Employee Benefits Fair - September 11 from 12 – 2 p.m. This is a great opportunity to meet with the various health plans! This year’s Benefits Fair will take place at the Corporation Yard in meeting room 2 and 3.
  • Open Enrollment Labs - With the implementation of Oracle and Employee Self-Service, Human Resources will have an open computer lab for our employees following the benefit’s fair from 2 - 4 p.m. Additional dates will be posted closer to the Open Enrollment period.
  • Information regarding all plans will be posted on the City’s intranet and can be found under Human Resources, Open Enrollment.
